Is Kano govt genuinely stressed financially?

Kano state govt recently started deducting from the salaries of civil servants without prior notice. After outrage from labour leaders, they issued a statement saying they’ve reverted to the previous 18k minimum wage due to the economic impact of covid-19 on the state revenue.
